Meeting called to Order: 7:02 PM by Chairman Bob Cifone

Bob Cifone began the August 21st meeting by leading the members of the Park and Recreation Board in reciting the pledge of allegiance to the American flag.

After a review of the minutes submitted for the July 17, 2002 meeting, a motion was made by Jerry Napiecek to accept the minutes as submitted.  The motion was second by Michael Pillagalli and passed.

The Financial Report dated July 31, 2002 was reviewed. There were no questions or comments pertaining to the Financial Report.

Parks: Kent Wise reported that due to the drought conditions, the crews have only had to cut grass 1 week over the last month. Kent Wise indicated that the crews have kept busy working at the recycle center on Turner Lane. At the Community Park, work is underway to install a new post and rail fence around the volleyball courts.  Kent Wise stated that the completion of the new fence has been put on hold until a decision on where to install the gates has been determined.  At Barker Park, about 70% of the existing post and rail fence has been replaced.  Additionally, the crews are doing some tree work as well as cutting back the growth located around the swampy area of the park. Kent Wise informed that the crews have topped off all of the Township playgrounds with new playground safety mulch.  Finally, Kent Wise informed that the crews are working on a minor sewer problem at the Community Park. At this time, the crews are trying to determine the cause of the foul odor that is sometimes noticeable in the area surrounding the amphitheater.  Kent Wise stated that there appears to be a back-up in the sewer line in the area surrounding the manhole cover located near the children's playground.  The sewer line was jetted and an additional trap and vent were installed to try and eliminate the odor.  Additionally, Kent Wise reported that there is not enough drop in the 300 ft. section of the line that connects to the amphitheater restrooms and indicated that the Township would need to look into replacing this section of the line. Kent Wise indicated that he planned to submit a budget request item for the 2003 budget to cover the cost of the line replacement.  Kent Wise informed that the last day of work for the 2 Summer Helpers (Tom Ralph and Scott Laudenslager) would be August 23rd.  Additionally, Kent Wise reported that Mark Bertolami had moved on to fill an opening with the Road Department and indicated that he would be looking to hire another laborer to fill the vacant crew-leader position.

Recreation: Ken Lehr reporting on the 2002 Summer Camp program informed that Al Roth would deliver the end of the year report at the September Park and Recreation Board meeting.

Friends of the Park: Ken Lehr reporting for the Friends informed that there is nothing new to report at this time. Ken Lehr stated that the Friends are still looking for volunteers to help support Community Day activities.

Old Business: Ken Lehr reporting on the August 24th trip to Yankee Stadium informed that the Township had originally reserved 1 bus for this trip and indicated that all of the seats were filled before advertisement for the trip appeared in the Township Newsletter.  As a result of additional demand, the Township has lined up a 2nd bus.  At this time, 40 of the 47 available seats on the 2nd bus have been sold. Ken Lehr and Jerry Napiecek will be the "bus captains" for the upcoming event.  The buses will depart from the Township Building at noon and arrive at Yankee Stadium at 3:00 PM. The bus will return immediately after the completion of the 4:05 PM Yankees-Rangers game.

Ken Lehr informed that the Township is working with Mary Ann Fell to co-sponsor a Bus trip with the Friends to Gettysburg on Saturday, October 5th. The cost of the trip will be $35.00 per person and will include round-trip bus transportation, a guided tour of the historic Gettysburg battlefield and a picnic lunch.  The bus will depart from the Community Park at 8:00 AM and arrive in Gettysburg at 10:45 AM. The guided tour will begin at 11:00 AM with a picnic lunch planned for 1:00 PM. The bus will depart from Gettysburg at 1:45 PM and arrive back at the Community Park at 4:30 PM.

Ken Lehr reporting on the Summer Concert Series informed that about 800 people attended the July 28th Motown and the August 11th U.S. Navy Jazz Band Concerts. Ken Lehr stated that both events produced good lively crowds.  Ken Lehr informed that that the final event on the 2002 schedule is the August 25th Country Western Concert featuring Southern Edge.  Information on the Summer Concert Series is listed below:

Ken Lehr reporting on the 2002 Community Day informed that Jennifer Grey-Rice was able to contact the food truck vendor that was on hand at the recent Malvern Heritage Day celebration. The food truck vendor (Chop-Chop) has been contacted and will supply chicken wraps for this year's event.  Ken Lehr indicated that he was also able to line-up Ice Wizards to supply water ice for this year's event. Dan Dixon reported that he has contacted representatives from the Goshen Fire Company to see if they would again be on hand to sell their famous donuts. Dan Dixon informed that members of the Goshen Fire Company needed to check the condition of their machines and indicated that they would get back to him shortly to confirm the date. Holly Neimeyer distributed a sign-up sheet and asked the members of the Park and Recreation Board to volunteer to help staff the various Community Day activities.  Holly Neimeyer informed that some key volunteers from prior years would not available to support this year's event and indicated that the Friends expect to have fewer volunteers available to support 2002 Community Day activities.  Michael Pillagalli informed that QVC has established a new Community Services Group and suggested that someone from the Township contact QVC to see if they would be able to provide support/volunteers for Community Day. Ken Lehr reported that the Township has lined up several Boy Scouts from local troops to support this year's event and asked Holly Neimeyer if the Friends would be OK with having the Scouts supporting activities that would require them to handle money (i.e. Soda Cart). The date for this year's event (normally scheduled for the 2nd Sunday in September) has been pushed back by 2 weeks to Sunday, September 22nd with a rain date of Sunday, September 29th.

New Business: Ken Lehr reported that Stacey Keshuta, the race coordinator for last year's D.U.K. Race for Aids Awareness has contacted that Township asking permission to hold this year's event at the Community Park on Saturday, November 2nd.  Ken Lehr informed that Stacey Keshuta has also met with Sergeant Camlin to review the proposed course for the race and indicated that she has been willing to work with the Township to make the event a success.  Kent Wise stated that the Township would not be able to guarantee that the bathroom facilities at the Community Park would still be available for the proposed November 2nd race.  Bob Cifone indicated that he attended last year's race and did not see any issues that should prevent the Township from allowing the race to return to the Community Park in 2002.  Kent Wise reported that the only issue he had was that race organizers did not pick-up event signs that were scattered throughout the park after the completion of last year's race.  Dan Dixon asked if there would be a conflict with the next phase of the sewer line repair work at the Community Park.  Kent Wise informed that the next phase of the sewer line repair would not be scheduled until March or April of 2003. The members of the Park and Recreation Board gave their approval to hold the 2002 D.U.K. Race for Aids Awareness at the Community Park on Saturday, November 2nd.

Ken Lehr reported that the Township received notification from event organizer Justin King that the proposed Benefit Festival (Concert) utilizing the Community Park amphitheater would not take place in 2002.  Ken Lehr informed that the group was not able to work with the dates that were available in the August timeframe. The proposed event planned to feature up to 4 local bands with a goal of raising donations (canned food, clothing and/or monetary donations) for organizations like the Salvation Army and various local Churches.  Bob Cifone stated that the Township needed to be consistent with their policy that prohibits solicitation during events held at the various Township Parks.  Bob Cifone expressed concern that allowing the organizers of proposed Benefit Concert to solicit donations during the event would be in violation of the Township policy.

  Ken Lehr reporting on Movie Nights informed that the Township is planning to present 3 nights of "family friendly" movies during this year's program on Saturday October 12th, Saturday October 19th and Saturday October 26th at the Community Park Amphitheater. The start time for each presentation will be 7:00 PM. The movies selected for this year's program includes "Spider-Man", "Scooby-Doo" and "Harry Potter and the Sorcerer's Stone". Ken Lehr informed that the Township might add a 4th movie on November 2nd.  Ken Lehr stated that he is waiting on a response from the film agent on the availability of "ET" before going forward with the tentative November 2nd presentation. Jerry Napiecek asked why the Township made a decision to reduce the number of movies from 6 in 2001 to 3 this year.  Ken Lehr stated that the movies that were held indoors at the Township Building were not well-attended last year and the Township made a decision to only present movies at the Amphitheater as long as the weather permits. Dan Dixon asked for a status on the efforts to develop a skatepark within the Township.  Ken Lehr informed that he and Kent Wise attended the "Skate Parks 360"seminar in Philadelphia the previous week.  Ken Lehr stated that he also attended a meeting with Sharon Lynn, Rick Craig (Township Engineer) and design consultant Ann Yost (YSM Design) at the Community Park to discuss the feasibility of incorporating a skatepark within the Community Park. Additionally, Ken Lehr indicated that the Township is also looking at the possibility of locating a skatepark at the 3 acres of land at the intersection of Rt. 100 and Greenhill Road. Dan Dixon asked if the Township would solicit an opinion from the Park and Recreation Board pertaining to where to locate the proposed skatepark. Pat McIlvaine reported that at this time there has been no decision on where to locate the skatepark indicating that finalizing a decision on the location of the proposed park is a top priority for the Township.  Pat McIlvaine informed that the site of preference is the Community Park because there would be a larger police presence at this location.  Jerry Napiecek asked if there have been any decisions made on the site development for the 3 acres of land at the intersection of Rt. 100 and Greenhill Road.  Pat McIlvaine indicated that the disposition of the site is in litigation with a September 6th hearing pending and stated that the Township can't discuss any options for the site at this time.

The meeting was adjourned at 7:25 PM.  The next meeting is scheduled for September 18th.
