Minutes

Attending: Les Bair, Dan Dixon, Mary Lou Enoches, Jerry Napiecek, Michael Pillagalli, Jennifer Grey-Rice and Ed Smith

Township Representatives: Ken Lehr, Nick Palso, Al Roth and Kent Wise

Meeting called to Order: 7:06 PM by Vice-Chairman Jerry Napiecek

Jerry Napiecek began the April 16th meeting by leading the members of the Park and Recreation Board in reciting the pledge of allegiance to the American flag.

After a review of the minutes submitted for the March 19, 2003 meeting, a motion was made by Dan Dixon to accept the minutes as submitted. The motion was seconded by Jerry Napiecek and passed.

The Financial Report dated March 31, 2003 was reviewed.  There were no questions or comments pertaining to the Financial Report.

Parks: Kent Wise reported that the crews have completed their spring clean-up and started cutting grass at the various Township Parks on Monday (April 14th). Kent Wise informed that the crews continue to work on the Township ball fields as time permits.  Kent Wise reported that the restored wood sign for Coopersmith Park and the new sign required by the County for the future Wawa site have been installed.  Kent Wise informed that the Township had to bring in a contractor to replace approximately 345 feet of the sewer line at the Community Park.  Kent Wise reported that at this time, the area surrounding the construction site has been back-filled and graded and indicated that work to rake and re-seed the site still needs to be completed.  Jerry Napiecek asked if there were any estimates on when the new Park at the Wawa site (intersection of Rt. 100 and Greenhill Road) would be completed. Ken Lehr reported that a target date has not been established at this time and indicated the timeframe for completion of the new Park is dependent on the availability of funding.       

Recreation: Al Roth reporting on the 2003 Summer Recreation Program informed that the Township will need to hire 10 new counselors to fill the openings to support this year's program. Al Roth indicated that at this time, all of the openings have been filled and reported that the Township will continue to have applicants interested in the Summer Camp program fill out the paperwork so they can be placed on a waiting list for future reference.  Summer Camp parent orientation is scheduled for 7:00 PM on April 30th.  Registration for the summer camp program is scheduled from 8:00 AM to 11:00 AM on Saturday, May 10th and from 9:00 AM to 11:00 AM on Saturday, May 17th.  Al Roth asked if any members of the Park and Recreation would be available to help with registration. Dan Dixon and Jerry Napiecek indicated that they would be able to provide support for Summer Recreation registration. The Summer Recreation staff orientation is scheduled for June 7th.  The orientation program will include CPR instructions provided by Good Fellowship.  Ken Lehr indicated that members of the Park and Recreation Board interested in attending the CPR training are welcome to attend the June 7th orientation session.  Jennifer Grey-Rice asked if all of the weekly activities/trips have been planned for this year's program. Al Roth indicated that at this time, weekly activities/trips have been scheduled for all but 1 or 2 weeks of the Summer Recreation Program. Jennifer Grey-Rice suggested that the Township should consider planning a dual activity trip that would include having the older children visit the new skatepark located in West Chester next to the Community Service Council of Chester County.  The 2003 Summer Camp program is scheduled to begin on June 17th and run through August 9th.

Friends of the Park: Ken Lehr reporting for the Friends informed that the Friends are planning to sell beverages this year during Summer Camp Registration.  Ken Lehr informed the members of the Park and Recreation Board that Megan Zug might contact them for feedback on a class project she is currently working on. The project includes developing a spending plan and assigning priorities for the funds collected by the Friends. Ken Lehr indicated that the next quarterly board meeting is scheduled for April 3rd at 7:00 PM and the next general membership meeting is scheduled for May 1st at 7:00 PM.

Old Business: Ken Lehr reporting on upcoming Bus Trips informed all of the trips are listed within the Calendar of Events section of the Township Newsletter.  Ken Lehr indicated that the Township has lined up a return to Baltimore for a Phillies/Orioles game on June 28th.  The cost of this trip is $34.00 per person. Additionally, Ken Lehr reported that he is currently working with representatives from East Goshen Township and the Borough of West Chester to schedule an overnight trip to Boston on Friday, July 18th through Sunday July 20th.  The Boston Bus trip would include hotel reservations for 2 nights, tickets to the Boston Red Sox game, brunch at the Hotel on Saturday and Sunday, a box dinner on the bus and a Boston Duck (amphibious vehicle) tour. The cost of this trip is $299.00 per person based on double occupancy or $449.00 per person for single occupancy. Finally, Ken Lehr indicated that the Township is planning a trip on September 27th to see the Phillies play the Atlanta Braves on their second-to-last home game at Veterans Stadium.  The cost of this trip is $29.00 per person.

Ken Lehr reporting on the Easter Egg Hunt informed that the attendance numbers were down a little from last year's event (approximately 300 to 350 people) due to the weather conditions. Ken Lehr stated that everyone attending the 2003 Easter Egg Hunt had a good time and offered thanks to all of the volunteers that helped make this year's event a success.

Ken Lehr reporting on the 2003 Summer Concert Series informed that there is nothing new to report at this time. Ken Lehr informed that the Township has made arrangements to utilize the auditorium at the Pierce Middle School for the Summer Concert events that are moved inside due to weather conditions.  Kent Wise expressed concern that many people may not know how to get to the Pierce Middle School.  Dan Dixon asked if anyone from the Township had contacted Ted Harrison to see if he would be available to provide soundboard services for the concerts that are moved indoors. Ken Lehr reported that the themes for the 2003 Summer Concert Series include "Children's Concert" (June 22nd), "Motown" (June 29th), "Big Band Concert" (July 13th), "Folk Night"(July 27th), "Night in the Hawaiian Islands" (August 10th), and "Doo Wop Night"(August 24th).

Ken Lehr reported that the Township would be bringing "Shakespeare to the Park" this year informing that the Vagabond Acting Troupe have been contracted to perform Richard II at the Community Park.  Ken Lehr stated that the Township has scheduled the performance of Richard II at 5:00 PM on Saturday May 31st with a rain date of Sunday, June 1st.

Ken Lehr reported that the Township is planning a joint venture with the Borough of West Chester, West Whiteland Township and East Goshen Township to offer a "Teen Night" for students within the West Chester Area School District. The cost for the event would be $10.00 per person for tickets purchased in advance or $12.00 per person for tickets purchased at the gate.  Ken Lehr informed that Lee McFadden and Park and Recreation Board member Dan Dixon have provided many suggestions on how to make "Teen Night" a fun and safe event for those attending.

Ken Lehr reporting on Community Day informed that the planning process for the 2003 Community Day has already started and indicated that many things are already in place.  Ken Lehr informed that a planning meeting was held on April 2nd and the main discussion centered on determining the advertising strategy for this year's event.  Ken Lehr stated that Mary Lou Enoches has offered to provide assistance in this area.  Jerry Napiecek asked if there is a need to schedule an additional planning meeting at this time.  Ken Lehr indicated that is would be beneficial to schedule a follow-up planning meeting.  Jennifer Grey-Rice suggested having the follow-up meeting immediately after the May Park and Recreation Board meeting on May 21st.  Kent Wise asked if the winner of the "Battle of the Band" contest would be asked to perform at Community Day.  Ken Lehr informed that a decision was made to have the winner of the "Battle of the Bands" contest will perform at "Teen Night" this year.

New Business: Ken Lehr reported that the "Battle of the Bands" has been scheduled for Saturday May 10th 4:00 PM to 7:00 PM at the Community Park.  In the event of rain, the competition will move indoors to the Fugett Middle School auditorium.  Jerry Napiecek and Ed Smith volunteered to provide support for this year's event. Ken Lehr informed that the winning band would receive a prize of $300.00 and be offered the chance to perform at the upcoming "Teen Night".

Ken Lehr reported that the VFW Bike Safety Program has been scheduled for Saturday May 17th from 1:00 PM to 3:00 PM with a rain date of Saturday May 24th.  The event will utilize a bicycle safety challenge course to demonstrate various aspects of bicycle safety including turning, braking, straight-line riding and hand signaling. Additionally, a mechanic will be on-hand to inspect each participant's bicycle to ensure that they are in a safe operating condition. Al Roth and Ed Smith volunteered to help provide support for this year's event.

Mary Lou Enoches asked if there is information available that identifies the various Township Parks and their locations.  Ken Lehr indicated that the various parks are highlighted on the Township Map and stated that directions to Barker, Coopersmith, Hallowell and the Community Park can be found on the West Goshen Township website.  Ken Lehr reported that he is considering organizing a group activity that would see the participants spend 1 day visiting all of the Township Parks.

Jerry Napiecek asked if any decision had been made on which films would be presented during this year's "Movie Nights". Ken Lehr stated that the Township would continue to offer family safe movies and indicated that he would like to offer a Harry Potter movie this year.  Additionally, Ken Lehr informed that the Township would also consider presenting a "classic" movie stating that the "Wizard of Oz" was well attended in the past. Ken Lehr stated that the Township would also consider offering a children's movie this year.  Finally, Ken Lehr reported that the Township would not be offering any Disney movies this year because the Disney Corporation does not permit their movies to be shown outdoors.

The meeting was adjourned at 7:35 PM.  The next meeting is scheduled for May 21st.
