Minutes

Attending: Les Bair, Bob Cifone, Dan Dixon, Mary Lou Enoches, Michael Pillagalli and Ed Smith

Township Representatives: Ken Lehr, Nick Palso, Al Roth, Dr. Robert White and Kent Wise

Public Representatives: Brian Bolz – Local Boy Scout Troup

Meeting called to Order: 7:04 PM by Chairman Bob Cifone

Bob Cifone began the July 16th meeting by leading the members of the Park and Recreation Board in reciting the pledge of allegiance to the American flag.

After a review of the minutes submitted for the June 18, 2003 meeting, a motion was made by Mary Lou Enoches to accept the minutes as submitted.  The motion was seconded by Les Bair and passed.

The Financial Report dated June 30, 2003 was reviewed. There were no questions or comments pertaining to the Financial Report.

Parks: Kent Wise reported that the crews are busy cutting the grass and maintaining the ball fields at the Township parks. Kent Wise informed that the Township purchased 100 yards of playground mulch and indicated that about 90% of the mulch was utilized at Coopersmith Park, Barker Park and the Community Park.  Kent Wise stated that an additional 100 yards of playground mulch would be purchased once the new storage bins at the recycle center on Turner Lane are completed. Kent Wise reported that the crews are in the process of replacing a section of the post and rail fence at Barker Park and cutting the edges around the tree and plant beds at Hallowell Field and the Community Park.  Kent Wise informed that "Grass Management" has been contacted to top-dress Hallowell Field along with the soccer fields and Flag Field at the Community Park utilizing 2 tri-axles of compost. Finally, Kent Wise indicated that work is underway to prepare the facades on the playground equipment at the Community Park for repainting.

Recreation: Al Roth reported that the 2003 Summer Recreation Program is already in the 4th week of the 8-week program. Al Roth informed that attendance has been good and stated that he is very pleased with the 2003 Summer Camp program to date. Al Roth indicated that he expected the waiting list for Barker Park to open up next week (July 21st) and reported that he planned to start making calls to the families on the list tomorrow (July 17th). Al Roth reported that the counselors are doing a great job to date showing responsibility and providing leadership. Al Roth indicated that an issue/concern was brought to his attention via an email that suggests two children attending the Summer Recreation Program are actually non-residents that reside in the Plumly Farms development of Westtown Township. The email does not identify the children and Al Roth indicated that the Township could not take any action until the identity of the children in question is known.  Al Roth discussed the possibility of requiring Photo ID's along with other measures to prevent this situation from occurring again next year. Al Roth reported that 1 camper was dismissed from Summer Camp after several warnings about inappropriate behavior.  Additionally, Al Roth indicated that 2 junior counselors were also disciplined. A 13 year-old junior counselor was given a 1-week suspension and placed in a special group for 1 week as a result of a mistake in judgment. A second junior counselor, suspended for 1 week as a result of inappropriate behavior has not returned to work at this time.  Al Roth offered thanks to Kent Wise and his crews for keeping the Township Facilities in excellent condition and for providing support for the various Summer Recreation clinics.  The 2003 Summer Recreation Program is scheduled to begin on June 23rd and run through August 15th.

Friends of the Park: Ken Lehr reporting for the Friends informed that their quarterly board meeting was held on Thursday, July 11th.  Ken Lehr indicated that members from the Friends would be attending the August Park and Recreation Board meeting to appeal for Community Day volunteers.

Old Business: Ken Lehr reporting on upcoming bus trips informed that the June 28th trip to Baltimore for a Phillies/Orioles game went well.  Ken Lehr reported that the Township was able to fill 2 buses for the trip.  Ken Lehr informed that the Township purchased game tickets to accommodate 3 buses and indicated that the extra tickets were sold prior to the game.  Additionally, Ken Lehr reported that the overnight bus trip to Boston is scheduled for Friday, July 18th through Sunday July 20th.  The Boston bus trip would include hotel reservations for 2 nights, tickets to the Boston Red Sox game, breakfast at the hotel on Saturday and Sunday, a box dinner on the bus and a Boston Duck (amphibious vehicle) tour. The cost of this trip is $299.00 per person based on double occupancy or $449.00 per person for single occupancy. Finally, Ken Lehr indicated that the Township is planning a trip on September 27th to see the Phillies play the Atlanta Braves on their second-to-last home game at Veterans Stadium. The cost of this trip is $29.00 per person.  At this time about ½ of the bus reserved for the Veterans Stadium trip has been filled.

Ken Lehr reporting on the July 4th Decorated Bike parade informed the participation in this year's event (85 children) was down from last year (110 children). Ken Lehr attributed the decline to the fact that July 4th fell on a Friday this year stating that may families planned weekend trips for the long July 4th holiday weekend.

Ken Lehr reporting on the 2003 Summer Concert Series indicated that this year's program is at the ½ way mark. Ken Lehr informed that the Chester County Concert Band established a record for the largest band (70 members) to perform at a Summer Concert Series event. Ken Lehr reporting on the 2003 Community Day informed that the planning process for the 2003 Community Day is going well and requested that the members of the Community Day planning committee attend a follow-up planning meeting immediately after the August Park and Recreation Board meeting on August 20th.  The 2003 Community Day is scheduled for Sunday, September 14th with a rain date of Sunday, September 28th.

New Business: Ken Lehr informed that the Township would be offering a tour of the various Township Parks on Saturday, September 6th at 10:30 AM.  Ken Lehr informed that Kent Wise would be on hand to express his issues and/or concerns with each of the Township Parks.

Ken Lehr reported that the supervisors have again reserved the "pocketbook" booth at the Goshen Fair.  Ken Lehr requested that anyone interested in volunteering time to assist with the running of the booth contact Sandy Turley to reserve the desired time slot(s).

Dr. White provided a status on the new Park planned for the 3 acres of land at the intersection of Rt. 100 and Greenhill Road.  Dr. White informed that the Township plans to offer 2 tennis courts, a skateboard park and dog run at the new park. Additionally, Dr. White stated that the Board of Supervisors is looking at the possibility of allowing a cellular tower to be constructed within the Park area. No final decision has been made on this issue to date.  Dr. White indicated that the Township is planning to utilize a new 2-lane highway that will be constructed by the school board to access the new Park and indicated that Township would have a plan for review at the next Park and Recreation Board meeting.  Dan Dixon asked if the plan is a "proposed" plan for the new park of the "final" plan.  Dr. White estimated that the skateboard park that will be located within the new park facility should be operating by next summer and stated that the new park would be built in conjunction with the adjacent new school facilities.

Ken Lehr informed the members of the Park and Recreation Board that Brian Bolz attended the Park and Recreation Board meeting to satisfy requirements for a Boy Scout project.

The meeting was adjourned at 7:25 PM.  The next meeting is scheduled for August 20th.
