Attending: Bob Cifone, Mary Lou Enoches, Michael Pillagalli and Ed Smith

Township Representatives: Ken Lehr, Al Roth and Kent Wise

Meeting called to Order: 7:03 PM by Chairman Bob Cifone

Bob Cifone began the September 17th meeting by leading the members of the Park and Recreation Board in reciting the pledge of allegiance to the American flag.

After a review of the minutes submitted for the August 20, 2003 meeting, a motion was made by Mary Lou Enoches to accept the minutes as submitted.  The motion was seconded by Bob Cifone and passed.

 The Financial Report dated August 31, 2003 was reviewed.  There were no questions or comments pertaining to the Financial Report.

Parks: Kent Wise reported that the crews are busy cutting the grass and maintaining the ball fields at the Township Parks. Kent Wise informed that the crews completed work on the post and rail fence that surrounds the volleyball courts at the Community Park. Additionally, three of the four facades in the playground area of the Community Park have been repainted.  Kent Wise informed that the condition of the 4th facade had deteriorated reporting that the crews would be dismantling the facade and installing pavers in its place.  Also at the Community Park, the crews have completed painting the stage at the amphitheater. Additionally, the loose pieces in the steps and surrounding sitting area for the amphitheater have been reglued, the picnic tables at the top of the steps have been sanded and repainted and two dozen of the trash barrels have been repainted.  Bob Cifone informed that the Friends have funding available to purchase a new park bench for one of the Township Parks.  Kent Wise indicated that he would like to see the funds go towards the purchase of a new picnic table.  Michael Pillagalli stated that someone had contacted him asking if the Township could identify a task/service for an Eagle Scout project this year. Kent Wise reported that he already provided support for 4 Eagle Scout projects this year and indicated that he would not be able to support any additional projects at this time. Kent Wise indicated that the Township is going out to bid on the work that will enclose the back pavilion to create about 40 additional feet (double the current capacity) of storage space.  Kent Wise informed that work on the project is tentatively schedule to begin in the October 1st timeframe and should be completed by January 2004. Finally, Kent Wise informed that the West Goshen Township Police would allow the Parks Department to use 3 of their storage bays to store Parks Department equipment during the construction phase.

Recreation: Al Roth reporting on the Summer Recreation Program distributed copies of the 2003 Summer Recreation end of the year report to the members of the Park and Recreation Board for review. Al Roth informed that there was a lot of rain during the 2003 Summer Recreation Program but indicated no days were lost as a result of the rain. Al Roth informed that the attendance for the morning program (340) was similar to the 2002 Summer Recreation numbers and stated that the increase in fees for the 2003 program did not seem to have an impact on attendance.  Al Roth reported that the Summer Recreation activities went well indicating that the overall participation in the clinics dropped this year.  Al Roth informed that attendance for the tennis and basketball clinics went up but noted that attendance for the soccer clinic declined. Al Roth indicated that he would be looking for ways to improve participation in the clinics for the 2004 Summer Recreation Program. Al Roth reported that he was very pleased with the work of the three head counselors (Liz Gavin, Kevin Finan and Rich Boyd). Additionally, Al Roth stated that he was very pleased with the team effort exhibited by Ken Lehr, the members of the Park and Recreation Board, the Township administrative staff, the Summer Recreation counselors and especially Kent Wise and his staff. Al Roth indicated that this lead to a very enjoyable summer. Al Roth noted that on the injury front, there were more injuries to counselors/junior counselors than there were to campers, informing that one counselor suffered a sprained ankle while a stray golf ball injured a second counselor. Al Roth thanked the members of the Park and Recreation Board for the opportunity to run the Township's Summer Recreation Program for the last 30 years. Ken Lehr reported that the 2003 Summer Camp program came in about $1,028 over budget ($21,868 actual vs. $20,840 budget) and informed that the major culprit for the difference was the additional cost resulting from the need to contract 2 buses for trips originating from the Community Park.

Friends of the Park: Ken Lehr reporting for the Friends requested that anyone needing to change their volunteer hours/assignments for the September 28th Community Day rain date contact Peggy Niemeyer as soon as possible. Ken Lehr informed that the next Friends quarterly board meeting is scheduled for October 2nd at 7:00 PM.

Old Business: Ken Lehr reporting on the 2003 Summer Concert Series informed that 400 people attended the final concert (Doo Wop Night) for the 2003 program on August 24th.  Ken Lehr reviewed the contents of a letter the Township received praising the Summer Concert Series. Ken Lehr reporting on the 2003 Community Day informed that the planning for the September 28th rain date is complete.  Ken Lehr indicated that the Stadium Grill does not have a crew available to provide food services for the September 28th rain date.  Ken Lehr stated that he had contacted Tony Scalia about providing sausage sandwiches and K&G Pizza about providing pizza for this year's event. Ken Lehr indicated that these are the same food options the Township utilized for 2002.  Kent Wise asked that anyone available to help out with preparations arrive at the Community Park by 9:00 AM.  The 2003 Community Day rain date is scheduled for Sunday, September 28th.

Ken Lehr reporting on Movie Nights informed that he was distributing a sign-up sheet asking 1 member from the Park and Recreation Board to volunteers to provide support for each presentation. Ken Lehr stated that the additional support is required when the presentations have to be moved inside to the Township Building due to weather conditions. This year's program will run on alternating Saturdays from September 20th through November 1st.  The start time for each presentation will be 7:00 PM. Information on Movie Nights is listed below:

Ken Lehr reporting on upcoming bus trips informed that the September 27th bus trip to see the Phillies play the Atlanta Braves on their second-to-last home game at Veterans Stadium has sold out. The cost of this trip is $29.00 per person.  Ken Lehr informed that the Township is planning 2 bus trips to New York in December.  The first trip scheduled for Monday, December 1st will include a visit to Radio City Music Hall to see the "Rockettes" perform.  The cost of the trip will be between $85.00 and $90.00 per person. Included in the cost is a $12.00 voucher to the Concession Stand.  The second trip is an open bus trip to New York on Saturday, December 6th.  The cost of this trip will be between $20.00 and $25.00 per person.  Ken Lehr indicated that he would have fliers advertising the New York trips available by Community Day.

Mary Lou Enoches reported that the tour of 13 Township Parks on September 6th was excellent.  Mary Lou Enoches stated that all of the Township Parks are well maintained and indicated that is a reason why the parks are so heavily utilized. Al Roth agreed stating that the trip was very enjoyable and informative. The members of the Park and Recreation Board offered thanks to Ken Lehr for organizing the trip and a special thanks to Kent Wise for providing information and identifying issues and concerns with each of the Township Parks during the tour.

New Business: Ken Lehr began discussions on the feasibility of planning a Holiday Event for the 2003 season. Ken Lehr asked the members of the Park and Recreation Board for their consensus whether the Township should continue to promote this event and on what the format should be. Ed Smith and Bob Cifone suggested that the Township should offer an outside event again this year stating that the event should be cancelled with no indoor contingency in the event of bad weather. Mary Lou Enoches asked if the Holiday Event could be scheduled on Sunday, 7th at the Community Park in conjunction with the Borough of West Chester's Old Fashion Christmas celebration. Ken Lehr indicated that he and Mary Lou Enoches would get in touch with members of the West Chester Chamber of Commerce to determine if the Township's Holiday Event could be incorporated/piggybacked with the West Chester Old Fashion Christmas celebration this year. Al Roth expressed concern that uncertainty of the weather in early December makes the prospect of holding an event outdoors risky. Bob Cifone stated that displaying luminaries around the walking path at the Community Park is very labor intensive and asked Kent Wise if it would be possible to locate rope lights along the walking path in their place. Kent Wise informed that there are a limited number of electrical outlets located along the walking path stating that there may not be enough outlets to support this approach. Finally, Kent Wise indicated that the Holiday Event would not work unless the Township lines up some type of entertainment/draw (like Cast-in- Bronze) to perform as part of the festivities.

Ken Lehr gave a status on the new Park planned for the 3 acres of land at the intersection of Rt. 100 and Greenhill Road informing that the Township plans to break ground on the new facility in 2004. Ken Lehr stated that the Township plans to offer 2 tennis courts, a skateboard park and dog run at the new park.

Ken Lehr reporting on Harvest Day informed that planning for this year's event is underway and indicated that he would talk more about Harvest Day activities at the October Park and Recreation Board meeting. Michael Pillagalli indicated that he had contacted Phil and Linda Hicks to make arrangements for the use of their Hay Wagon for this year's event. Harvest Day activities are scheduled from 2:00 PM to 4:00 PM on Sunday, October 26th rain or shine.

The meeting was adjourned at 7:45 PM.  The next meeting is scheduled for October 15th.
