Minutes

Attending: Mary Lou Enoches, Michael Pillagalli, Les Bair, Robert Ciffone, Jennifer Grey-Rice and Dan Dixon

Township Representatives: Ken Lehr, Pat McIlvaine and Kent Wise

Friends of the Park: Jan Mulligan

Meting Called to Order: 7:05 PM by Chairman Michael Pillagalli

Attending the meeting was Kevin Snyder along with his mother, both of 849 Derby Rd. Kevin is a Boy Scout and he is attending the meeting to meet the requirements for his Citizenship in the Community award.  Kevin requested and was provided with a copy of the Recreation budget.

Michael Pillagalli began the August 18, 2004 meeting by leading the members of the Park and Recreation Board in reciting the pledge of allegiance to the American flag.

After a review of the minutes submitted for the July 21, 2004 meeting, a motion was made by Mary Lou Enoches to accept the minutes as submitted. The motion was seconded by Les Bair and passed.

The Financial Report dated July 31, 2004 was reviewed. There were no questions or comments pertaining to the Financial Report.

Parks: Kent Wise reported that grass cutting throughout the parks is consuming a majority of the park crew time.  Trimming and working around the significant rain days we are experiencing has placed a significant burden on the schedule.  Additionally the scheduling of vacations is having an impact on the staffing of the parks crew.

Summer Recreation Program: Ken Lehr reported that Friday, August 13, 2004 was the last day of the 2004 summer camp program. One counselor was replaced during the program due to an illness. No campers were lost. Al Roth will provide a final report.

Friends of West  Goshen Parks: Ken Lehr reported that plans for Community Day are  in progress.  Volunteers are still needed.  Anyone wishing to volunteer should contact Peggy Neimeyer as soon as possible.  Several organizations such as scouting groups, Hershey Mills, West Chester University and service clubs will be contacted in an attempt to staff the event.

Old Business: Ken Lehr reported on the Summer Concert Series.  August 22, 2004 will be the final concert of the series. Country Western music with Country Joe and the Honky Tonk Heroes will be performing. Prior concerts included a jazz band that drew approximately 700 attendees and the Gilbert and Sullivan production that drew an appreciative crowd of 300 persons.

Ken Lehr reporting on the bus trips indicated that there were some problems with the August 1, 2004 New York City bus trip. Reviews received from attendees on this trip gave poor ratings for the Werner Bus Co.  Remaining trips include:

   10/2/04 Phillies Baseball with East Goshen Township
   11/6/04 Lancaster Shopping Outlets with Dinner
   12/11/04 Longwood Gardens
   12/13/04 Radio City Music Hall
   12/18/04 Open trip to New York City

 

Ken Lehr reporting on Movie Nights indicated that a third movie has been added. Along with the films "Shrek 2" and "Harry Potter and the Prisoner of Azkaban," "Spider Man 2" will also be shown.

New Business:  Michael Pillagalli referred to a letter submitted by a Township resident, Richard Morton concerning the number to toddler swings at Community Park and a potential road hazard at the park.  Kent Wise indicated that due to space limitations, fall zone requirements and the installation of a handicapped accessible swing, only one toddler swing can be fit in the remaining space. Additionally, one of the block structures in the children's play area has been removed due to a deteriorating condition. Regarding the bushes along 5 Points Road, they are trimmed several times a year.  Additionally, with the improvements to the road underway, the potential hazard will be looked at following the completion of the construction. Mary Lou Enoches indicated that the Board should respond to Mr. Morton's concerns.  Michael Pillagalli indicated that he would compose a letter responding to the concerns of Mr. Morton.

Supervisor Pat McIlvaine reported there are no new updates on the planned skate park.  Ground breaking for the project should take place before the end of the year.

The meeting adjourned at 7:25 PM.  The next meeting is scheduled for September 15, 2004.
