Minutes

Attending: Bob Cifone, Mary Lou Enoches, Michael Pillagalli and Dan Dixon

Township Representatives: Ken Lehr

Meeting Called to Order: 7:10 pm by Chairman Michael Pillagalli

Chairman Pillagalli called the June 16th meeting to order and led the members of the Park and Recreation Board in reciting the pledge of allegiance to the American flag.

After a review of the minutes submitted for the May 19, 2004 meeting, Bob Cifone made a motion that the minutes be accepted as submitted. The motion was seconded by Mary Lou Enoches and passed.

The Financial Report dated May 31, 2004 was reviewed. There were no questions or comments regarding the report.

Summer Recreation Program: Ken Lehr reported that Barker Park is at full capacity, Community Park has 115 campers registered and Coopersmith Park had 60 registered. Community Park and Coopersmith Park have low registration numbers this year. This seems to be a trend in the area. At this time all of the counselors are hired. This year there are 14 junior counselors on the payroll for insurance and Workman's Compensation reasons. Although the junior counselors are on the payroll, they have no direct responsibility for campers. Orientations have been held for all of the camp staff.

Friends of the Park: Attending the Board meeting was Jan Mulligan. She was introduced by Ken Lehr. Jan is the candidate for the position of President of the Friends of West Goshen Parks.  Ken also reported that presently, Friends have reached approximately 90% of their goal for the funding of the Summer Concert Series. This work has been accomplished through the efforts of Kelly Cifone.

Old Business: Ken Lehr reported that Bicycle Safety Day was held on May 22, 2004. The event was very successful. Ed Smith, Gerry Napiecek and Mary Lou Enoches assisted with the event. 50 children participated in the activity.

Ken Lehr reported on the bus trip to Baltimore on June 6, 2004. Rain forced a cancellation of the baseball game. As a result, refunds were issued for the baseball game. There was a mix-up with the bus which resulted in the trip not leaving at the scheduled time. One complaint was received regarding the trip. The individual making the complaint requested a refund of cost of the event for two persons. A discussion was held by board members regarding the request. Following the discussion, Mary Lou Enoches made a motion that an offer of a trip of comparable value be made to the requesting person. The motion was seconded by Bob Cifone. There were no questions on the motion. A vote was taken and the motion passed.

Ken Lehr reported on the upcoming scheduled bus trips. The Yankee Stadium bus trip is scheduled for August 1, 2004. The trip will depart from Community Park at 9 am. The game is scheduled for 1 pm. The trip is expected to return to the park at 7 pm.  Presently one bus is filled with twelve seats sold on the second bus. It is also expected that this trip will be sold out. On October 2, 2004 a bus trip will be taken to Citizen's Bank Park. This trip is scheduled for a 5 pm departure time. On November 6, 2004, a bus trip is scheduled for the factory outlet stores in Lancaster. This trip will make stops at the outlet locations. On December 11, 2004, a bus trip is scheduled for the light show at Longwood Gardens. On December 13, 2004, a bus trip is scheduled for Radio City Music Hall. On December 18, 2004, an open trip to New York City is planned.

Ken Lehr reported on the Summer Concert Series. Presently 90 % of the funding for the series has been accomplished by Friends of West Goshen Parks. There is room in the budget for funding should the entire cost of the series not be accomplished. However, it is not expected that this will be needed. Kelly Cifone feels confident that the goals will be met. Sponsors for the series are:

The first concert of the season was the children's concert. The day was cold and the event drew approximately 250 persons.

Ken Lehr reported on the decorated bike parade scheduled for July 3, 2004 with a rain date of July 5, 2004. Set up for the event will begin at 9 am. with a scheduled 10 am start. Judges are needed. Peggy Niemeyer is taking care of the prizes for the event. Medals are already in place for awards. A brief discussion took place regarding the need for ice and water for the event as well a some type of small food, possibly pretzels. This will be taken care of by The Friends of West Goshen Parks.

Ken Lehr reported on activities for Community Day. Efforts are underway to obtain the rock climbing wall.

New Business: Ken Lehr reported that the program "CHESCO: Every Step Counts" is presently ongoing throughout Chester County. Community Park was the site of the kickoff for the event. Featured sites in the fall for the event include; East Goshen and Warick Parks on Saturday, October 9, 2004. January sites will include West Bradford Park and Exton Square Mall.

With no further business to come before the Board, the meeting was adjourned at 7:35 pm on a motion by Bob Cifone and a second by Mary Lou Enoches. The next meeting is scheduled for July 21, 2004.
