West Goshen Township Parks and Recreation Board Meeting February 16, 2005 Minutes

Meeting called to Order: 7:00 PM by Chairman Michael Pillagalli
Michael Pillagalli began the February 16th meeting by leading the members of the Park and Recreation Board in reciting the pledge of allegiance to the American flag.
After a review of the minutes submitted for the January 19, 2005 meeting, a motion was made by Bob Cifone to accept the minutes as submitted.
The motion was seconded by Jerry Napiecek and passed.
The Financial Report dated January 31, 2005 was reviewed. There were no questions or comments pertaining to the Financial Report.
Parks:
Kent Wise reported that the Parks crew worked on several inside projects as a result of the recent snowstorms. Kent Wise informed that crew completed maintenance efforts on the Township's 10,000-pound trailer including sanding, painting and applying deck preservative to the trailer's surface. Additionally the crew has completed sanding and repainting about sixty of the trash barrels located at the various Township parks as and constructed five new barricades that can be utilized at events like Community Day. Kent Wise reported that the crew has also had to replace the deck boards on the bridge at Coopersmith Park. Kent Wise informed that the Parks Department continues to assist the Roads Department in times of inclement weather. Kent Wise reported that the Township should be able to purchase a new hay wagon at a price within the limits budgeted by the Friends of West Goshen Parks. Kent Wise stated the Township would purchase a flat wagon and build the required sides and benches in-house. Finally, Kent Wise informed that the crew has repainted the doors and repaired the windows damaged by vandalism at Coopersmith Park. He said there would be a line item in the 2006 budget to replace the windows.
Recreation: Ken Lehr reporting on the Summer Recreation program reported that eleven of the confirmation letters sent out to returning summer program counselors have been
received indicating the recipients have accepted a job position for this year. Ken Lehr informed that the Township is looking to recruit four of the returning counselors for the new Teen Summer
Recreation Program. Ken Lehr stated that registration for the Summer Recreation Program is typically held on the sedond and third Saturdays in May and indicated that due to a conflict with his
schedule, he is recommending the Township hold the registration sessions on Saturday May 7th and Saturday May 14th. Finally, Ken Lehr reported the Summer Recreation staff
orientation is scheduled for Saturday June 4th informing the orientation program would include first aid and CPR instructions provided by Good Fellowship Ambulance Company.
Ken Lehr reporting on the Teen Summer Recreation Program informed that Teen Program committee met to discuss the pricing structure for the new program.
Ken Lehr informed that the committee recommended following the same pricing structure as the Summer Recreation program ($130.00 for families with 1 child, $250 for families with 2 children, $360 for families with 3 children and $110 for each additional child). Dan Dixon made a motion to accept this fee structure for the 2005 Teen Summer Recreation program. The motion was seconded by Jerry Napiecek and passed. The members of the Park and Recreation Board recommended re-evaluating this fee structure for next year. Ken Lehr indicated that registration for the Teen Summer Recreation Program would follow the same schedule as the Summer Recreation Program registration. Ken Lehr offered thanks to current Summer Recreation Program head counselors Elizabeth Gavin and Kevin Finan for their efforts in identifying returning counselors that could be recruited to support the Teen Summer Recreation Program.
Friends of the Park:
Ken Lehr reporting for the Friends of West Goshen Parks informed that he along with Jan Mulligan, Kelly Cifone and Sharon Lynn plan to meet with representatives from the Commerce Bank on Tuesday, February 22nd in an effort to secure sponsorship to cover the cost of the Community Day headline band "The Greaseband" as well as sponsorship for the Summer Concert Series. Ken Lehr stated that the Township would contact the First National Bank if their efforts to secure sponsorship from the Commerce Bank were not successful.
Old Business:
Ken Lehr reporting on the Egg Hunt and Decorated Hat Parade distributed bags containing Easter eggs along with assorted candy to each Park and Recreation Board member with instructions to fill each Easter egg with 3 pieces of candy and return the stuffed Easter eggs at the March Park and Recreation Board meeting. Ken Lehr informed that in spite of the request to utilize only hinged Easter eggs, there would be some non-hinged Easter eggs remaining in this year's inventory. Dan Dixon asked if the task of stuffing the Easter eggs could be utilized as a scout project in the future. Ken Lehr asked Dan Dixon to contact the Goshen Fire Company and line up a fire truck to transport the Easter Bunny to this year's event. Finally, Ken Lehr informed that Dorine Hannum volunteered to be the Easter Bunny for this year's event. The Egg Hunt is scheduled for Saturday, March 19th at 10:30 AM with a rain date of Saturday, March 26th.
Ken Lehr reported on upcoming bus trips informed that the Township is planning a trip to the Philadelphia Flower Show on Monday, March 7th. The cost of the trip is $40 per
person. The bus trip is a joint venture with the West Chester Borough, East Goshen and Willistown Townships. Ken Lehr reported return trips to Yankee Stadium on Saturday, April 30th and to Baltimore's Camden Yards on Sunday May 22nd.
Each trip costs $40.00 per person and includes round-trip transportation, a lower-level ticket to the game and a tip for the bus driver. People attending both games can purchase a combination
ticket at a discounted rate of $75.00 per person. Ken Lehr indicated that a tour of the Township's parks has been scheduled for June 11th stating a shuttle bus has been lined up to provide the transportation. Finally, Ken Lehr informed that the Township has planned an open bus trip (drop-off and pick-up) to New York City on June 18th and an open bus trip (drop-off and pick-up) to Washington, DC on July 16th.
Ken Lehr reporting on the Summer Concert Series informed that the Township is looking at the possibility of offering a concert as part of this year's program that would feature a headline performer.
Ken Lehr informed that the agent for Janis Ian indicated Richie Havens would be available to perform at the proposed event. Ken Lehr indicated the Township is looking into the possibility of having
the Commerce Bank underwrite the cost of the proposed concert estimated to be in the $5,000 range. Michael Pillagalli asked what would be the plan if the Commerce Bank does not provide funding for
the proposed concert.
Ken Lehr stated that there is enough money in the budget to cover the cost of the proposed concert. Dan Dixon asked Ken Lehr to email the members of the Park and Recreation Board once it is known if Commerce Bank will underwrite the cost of the proposed headline concert.
