West Goshen Township
Park and Recreation Board Meeting
September 15, 2010

Attendance: Mary Lou Enoches, Jerrry Napiecek, Mike Pillagalli, Ed Smith, and Joseph Waters

Township Representatives: Kent Wise, Ken Lehr, Casey LaLonde, and Tom Steines

The meeting was called to order at 7:03 PM by vice-chairman Jerry Napiecek.

The Pledge of Allegiance was recited.

Minutes from the July 21st meeting were approved on a motion by Mary Lou Enoches and seconded by Joseph Waters. No meeting was held in August.

The treasurer's report was reviewed, including mention of an addition of $575,000.00 from a developing property on Route 202 and Matlack Street (the prior Spaz Beverage site). The money has to be used for capital improvements or acquisitions for the township as per state law. Possible uses discussed were a splash park or extra storage space both to happen at the Community Park. Due to state mandates these funds will need to be spent in a timely fashion. Costs for both ventures will be investigated.

Parks Department:  Kent Wise advised the Board that the crew is still mowing grass at all park locations. Diamond Tex has been applied to the fields for Fall Ball. Aeration of the soccer and Flagg fields has taken place. 140 feet of new fencing has been installed at Cloud Park. Dugouts have been painted at the same facility. The concession stand at Community Park has received a new coat of paint as have the outdoor grills. A new coating was applied to the parking areas and bumpers. There was note of various graffiti and vandalism at various park locations.

Summer Recreation and Teen ProgramTom Steines submitted a rather extensive and comprehensive report of the outcome of both programs to include information that the enrollment was up for West Goshen even though the county trend was down. Few injuries were reported due to the careful watch of the counselors during the extremely hot stretch of summer camp. Tom reported that the counselors did a fantastic job maintaining a safe and enjoyable atmosphere for the campers at each of the three parks. He also praised the Parks Crew for the clean, safe parks for the summer campers. Discussion was held on the conditions at the water park utilized for a field trip and how to improve on said conditions.

Friends of West Goshen Parks: Jerry Napiecek reported that two new members attended the Friends of West Goshen Parks September Board meeting, one of whom has volunteered to take up the secretary position. There was a $4,750.00 deficit in the contributions for the Summer Concert Series. Township funds which has been set aside for said situations would cover the difference.

Bus Trips: Ken Lehr reported that two buses and one wheelchair-accessible shuttle attended the Citi Field Trip, at which the Phillies lost the game. Upcoming is the Radio City Music Hall trip on December 6th and a December 11th New York City on your own bus trip.

Summer Concerts: It was reported that the Jimmy Jorge and the Latin Express concert on August 22nd was moved indoors due to inclement weather and drew a crowd of about 40 people.  Before that on August 8th, the Mainliners performed in the amphitheater to a crowd of approximately 100 people. In July the group Blackthorn drew around 800 people. A 6:30 PM meeting was scheduled for November 17th to wrap up this year's concert series and discuss the program for the summer of 2011.

Fall Movie Series: Ken Lehr reported that "Alice in Wonderland" would be shown on September 25th, followed on October 2nd by "Iron Man 2". Voting for the final fall movie is still taking place by email.

Harvest DayHarvest Day is scheduled for October 24th at Community Park from 2:00 to 4:00 PM. Music and face painting are lined up and the wagons have been secured for the event.

Skatepark: Fall hours have started. Fairman's skateboarding lessons have been curtailed until spring.

New Business:

Discussion was held on the budgetary constraints facing the Park and Recreation Board as budget time approaches. It was reported by the Township Manger that in all likelihood, there would be no decrease or increase in the Parks budget for the coming year.

The State Park and Recreation Citizen Symposium will be held in Valley Forge for the 2011 gathering.

No concrete news was available on the Jerrihian property.

On a motion by Mary Lou Enoches and a second by Joseph Waters, the meeting was adjourned at 7:35 PM.
