Minutes

Attending: Dan Dixon, Mary Lou Enoches, Jerry Napiecek, Michael Pillagalli, Jennifer Grey-Rice and Ed Smith

Meeting called to Order: 7:02 PM by Vice-Chairman Jerry Napiecek

Jerry Napiecek began the August 20th meeting by leading the members of the Park and Recreation Board in reciting the pledge of allegiance to the American flag.

After a review of the minutes submitted for the July 16, 2003 meeting, a motion was made by Mary Lou Enoches to accept the minutes as submitted. The motion was seconded by Dan Dixon and passed.

The Financial Report dated July 31, 2003 was reviewed. There were no questions or comments pertaining to the Financial Report.

Parks: Ken Lehr reporting for Kent Wise informed that the continuing wet weather keeps the crews busy cutting the grass at the Township Parks.  Ken Lehr reported that the backboards purchased by the Friends of the Park for the Tennis Courts at the Community Park have been installed. The new backboards will allow players to warm-up and practice by themselves.  Dan Dixon made a motion thanking the Friends of the Park for their efforts to obtain the funding for this project.

Recreation: Al Roth reporting on the Summer Camp program informed that the 2003 Summer Recreation Program ended last Friday (August 15th). Al Roth indicated that he would deliver the end of the year report at the September Park and Recreation Board meeting.  Al Roth indicated that the Township did receive 2 letters from parents of children that attended this year's Summer Recreation Program. Both letters expressed concern centered on the amount of structured activities provided by the program.  Al Roth stated that he views the letters as constructive criticism and indicated that he would take steps to address the concerns communicated in the letters. Ken Lehr indicated that the Township has received many positive comments from the parents of children attending the Summer Recreation Program and stated that some parents would like to see more structure in the activities provided by the program.  Ken Lehr informed that the Township would provide a response to both of the letters.

Friends of the Park: Ken Lehr, reporting for the Friends, indicated that Peggy Niemeyer and Holly Niemeyer were attending the meeting to appeal for Community Day volunteers.  Peggy Niemeyer distributed a sign-up sheet for Community Day activities and asked the members of the Park and Recreation Board to write their names next to the time slot(s) for activities they would be able to support.

Old Business: Ken Lehr, reporting on upcoming bus trips, informed that 29 people attended the overnight bus trip to Boston on Friday, July 18th through Sunday July 20th.  Ken Lehr informed that he along with Frank Vattilanno served as co-captains for the Boston bus trip. Ken Lehr indicated that many of the surveys distributed for the Boston trip were returned with favorable responses and stated that if the Township plans another overnight trip, arrangements would be made to have the bus depart as early as possible.  Ken Lehr indicated that there are only 6 seats remaining for the September 27th bus trip to see the Phillies play the Atlanta Braves on their second-to-last home game at Veterans Stadium. The cost of this trip is $29.00 per person.  Finally, Ken Lehr informed that the Township is planning 2 bus trips to New York in December.  The first trip scheduled for Monday, December 1st will include a visit to Radio City Music to see the "Rockettes" perform.  The cost of the trip will be between $85.00 and $90.00 per person.  Included in the cost of the trip is a $12.00 voucher to the Radio City Concession Stand.  The second trip is an open bus trip to New York on Saturday, December 6th.  The cost of this trip will be between $20.00 and $25.00 per person.  Ken Lehr stated that he always tries to utilize Township businesses for all Township sponsored events and informed that Werner Coach (non-resident) would be providing the bus service for the December 6th trip to New York because Krapf's Coaches Inc (township resident) did not have buses available on that date.

Ken Lehr reporting on the 2003 Summer Concert Series informed that the final concert for the 2003 program is scheduled for August 24th.  Ken Lehr indicated that the Summer Concert Series received some good press in the Daily Local News for the Hawaiian Islands concert on August 10th.  Ken Lehr reported that John Flynn did a good job performing at the Folk Night Concert and stated the Hawaiian Islands concert was more like a luau than a concert.  Information on the Summer Concert Series is listed below:

Ken Lehr reporting on the 2003 Community Day informed that the planning process for the 2003 Community Day is going well and requested that the members of the Community Day planning committee attend a follow-up planning meeting immediately after the Park and Recreation Board meeting. Peggy Niemeyer stated that the Friends are still looking for volunteers to help staff Community Day activities and informed that newsletters requesting help have been sent out to the entire Friends membership.  Michael Pillagalli, Al Roth and Ed Smith volunteered to help with the set-up for the soda cart.  Kent Wise reported that the crews would be at the Community Park by 7:00 AM and indicated that he expected the crafters to arrive around 9:30 AM.  Kent Wise asked that anyone available to help out with preparations arrive at the Community Park by 9:00 AM. Peggy Niemeyer asked Ken Lehr to contact local Girl and Boy Scout Troops to see if they would be able to provide support for Community Day activities.  The 2003 Community Day is scheduled for Sunday, September 14th with a rain date of Sunday, September 28th.

New Business: Ken Lehr reporting on Movie Nights informed that the Township is planning to present 4 nights of family friendly movies during this year's program that will run on alternating Saturdays from September 20th through November 1st.  The start time for each presentation will be 7:00 PM. The movies selected for this year's program includes "Spy Kids", "Bruce Almighty", "The Hulk" and "Raiders of the Lost Ark". Ken Lehr informed that the Township and the Borough of West Chester have jointly purchased 2 movie projectors and a 9ft by 12ft screen at a cost that is only $50.00 more than the movie rental fees for a season.  Information on Movie Nights is listed below:

Ken Lehr reported that the Township would be offering a tour of the various Township Parks on Saturday, September 6th at 10:30 AM.  Ken Lehr informed that Kent Wise would be on hand to express his issues and/or concerns with each of the Township Parks.  Ken Lehr asked that anyone wanting to attend the tour RSVP by next Friday (August 29th).

Michael Pillagalli asked Ken Lehr if the Township is planning to use a hay wagon again this year for Harvest Day. Ken Lehr indicated that the Township is planning to keep the Harvest Day format the same for this year and stated a hay wagon would be required. Michael Pillagalli indicated that he would contact Phil and Linda Hicks to make arrangements for the use of their hay wagon for this year's event.

Ken Lehr informed that the 2004 Park and Recreation budget would need to be finalized soon.  Ken Lehr stated that he would need representatives from the Park and Recreation Board to meet and review the tentative budget by the end of the month.

Ken Lehr informed the members of the Park and Recreation Board that Ryan Clemens attended the Park and Recreation Board meeting to satisfy requirements for a Boy Scout project.

The meeting was adjourned at 7:25 PM.  The next meeting is scheduled for September 17th.
