WEST GOSHEN TOWNSHIP
BOARD OF SUPERVISORS MEETING
JANUARY 12, 2000

A regularly scheduled meeting of the Board of Supervisors of West Goshen Township was called to order by Chairman Robert S. White, at 4:00 p.m. on Wednesday, January 12, 2000, at the West Goshen Township Administration Building.  All members were present. Dr. White opened the meeting with the Pledge of Allegiance to the Flag.

Dr. White opened the floor for public comment and there was none.

Dr. White announced that an executive session of the Board of Supervisors was held on January 7, 2000 to discuss real estate issues. Dr. White further announced that, following today's meeting, the Board would be meeting with the West Chester Area School District.

Dr. White advised that $100.00 savings bonds were issued to those employees who had perfect attendance during the 1999 calendar year.  Those employees included:

Sharon Lynn, Township Manager, announced that the Township received a payment in the amount of $50,000 through the Keystone Grant Program of the Department of Economic and Community Development.  This grant payment will be used to develop Freedley Field, which was acquired by the Township in 1997.

On motion by Mr. Meakim, seconded by Mr. Halvorsen, the Board unanimously approved the Board of Supervisor meeting minutes of December 8, 1999, December 22, 1999, and January 4, 2000.

On motion by Mr. Halvorsen, seconded by Mr. Meakim, the Board unanimously approved the Treasurer's Report dated December 31, 1999, for the General Fund, the Sewer Revenue Fund, the Waste and Recycling Fund, and the Capital Reserve Fund, as well as the bills to be paid from the General Fund, the Sewer Fund, the Capital Reserve Fund, and the Waste and Recycling Fund.

Chief Michael J. Carroll presented the police report for the month of December, 1999. Chief Carroll announced that the arrival of Santa Claus at the Community Park on December 18, 1999 was a success with approximately 225 children in attendance.

Ralph Brown, Fire Marshal, gave the Fire Marshal Report for the month of December, 1999. Mr. Brown also gave the reports for Good Fellowship Ambulance and Goshen Fire and Ambulance Companies.

Richard E. Hicks, Building Official, gave the Building Inspection Activity Report for December, 1999.

On behalf of the Board, Mr. Halvorsen extended his appreciation to Mr. Hicks for a great year, especially with the additional duties he performed as the Township's Project Manager for the new Municipal Complex.

On motion by Mr. Halvorsen, seconded by Dr. White, the Board unanimously approved the signing of the actual use report of state funds ending December 31, 1999.

Kenneth E. Lawrence, Jr., Township Engineer, opened and read the following bids for the 2000 Sludge and Waste Hauling and Disposal Contract.

On motion by Mr. Meakim, seconded by Mr. Halvorsen, unanimous approval was given to award the 2000 Contract to the only bidder, Charles Blosenski, pending review by Kenneth E. Lawrence, Jr.

On motion by Mr. Meakim, seconded by Mr. Halvorsen, unanimous approval was given for the adoption of Resolution No. 4-2000, appointing Barbacane-Thornton & Company, a certified public accounting firm, to conduct the 1999 audit for the Township for the General Fund.

No further public comments were made.

There being no further business, on motion by Mr. Halvorsen, seconded by Mr. Meakim, the meeting was adjourned at 4:16 p.m.
