WEST GOSHEN TOWNSHIP
BOARD OF SUPERVISORS MEETING
MAY 9, 2001

A regularly scheduled meeting of the Board of Supervisors of West Goshen Township was called to order by Chairman Robert S. White, at 4:02 p.m. on Wednesday, May 9, 2001, at the West Goshen Township Administration Building. All members were present.  Dr. White opened the meeting with the Pledge of Allegiance to the Flag.

Dr. White opened the floor for public comment and there was none.

Dr. White announced that the Board of Supervisors met in executive session on May 4, 2001, to discuss personnel issues.

On motion by Dr. White, seconded by Mr. Halvorsen, the Board unanimously approved the appointment of Sandra K. Turley to the position of Assistant Township Secretary effective May 9, 2001.

Dr. White announced that Sun Pipeline plans to work on Boot Road and Route 352 in East Goshen Township beginning on or about June 1, 2001, with a projected completion date of August 31, 2001. This will necessitate the installation of a temporary traffic signal on the northbound Route 202 exit ramp at Paoli Pike.

Nancy D. Rogers, Zoning Officer, announced that the Zoning Hearing Board will hold a public meeting on Thursday, May 10, 2001, at 7:30 p.m. at the Township Administration Building. ZHB 8-01: The applicant is David S. Kahn, P. O. Box 421, West Chester, PA.  The legal owner is John E. and Marianne Thompson, 125 Greenhill Road, West Chester, PA. The conforming property for which the application is made is 3.0602 acres located at 125 Greenhill Road, West Chester, PA. The applicant is seeking a Special Exception and any other relief necessary to permit sewer line crossing of steep slopes and flood hazards district/wetlands.

Sharon Lynn, Township Manager, announced that the Department of Community and Economic Development has approved the township's Shared Municipal Services Program and Land Use Planning and Technical Assistance Program grant applications for the GIS and municipal law enforcement project. The funding is in the amount of $28,950 under the Shared Municipal Services Program and $135,120 under the Land Use Planning and Technical Assistance Program. On motion by Mr. Halvorsen, seconded by Mr. Meakim, the board unanimously approved acceptance of this grant by the township.

On motion by Mr. Meakim, seconded by Mr. Halvorsen, the Board unanimously approved the Board of Supervisors meeting minutes of April 11, 2001 and April 25, 2001.

On motion by Mr. Halvorsen, seconded by Dr. White, the Board unanimously approved the Treasurer's Report dated April 30, 2001, for the General Fund, the Sewer Revenue Fund, the Waste and Recycling Fund, and the Capital Reserve Fund, as well as the bills to be paid from the General Fund, the Sewer Fund, the Capital Reserve Fund, and the Waste and Recycling Fund.

Chief Michael Carroll gave the Police Report for the month of April, 2001.

Ralph Brown, Fire Marshal, gave the Fire Marshal Report for the month of April, 2001. Mr. Brown also gave the reports for Good Fellowship Club of Chester County and Goshen Fire Company.

Richard Hicks, Building Official, gave the Building Inspection Activity Report for April, 2001.

On motion by Mr. Halvorsen, seconded by Mr. Meakim, the Board unanimously approved Resolution 15-01 setting June 13, 2001, as the date to hold a Public Hearing for WAWA, Inc. to consider amending Section 84-19(L) to change the maximum floor area, individual stores, from 3,000 square feet maximum to 5,000 square feet maximum.

On motion by Mr. Meakim, seconded by Mr. Halvorsen, the Board unanimously approved Resolution 16-01 amending Resolution 14-01 to change the name of Crawdaddy's Café to Crawdaddy's Bayou Bar & Grill, Inc. 

The Board then opened a public hearing on the possible adoption of Ordinance 6-01 amending the West Goshen Township Revised Zoning Ordinance of 1990 to comply with the revisions to the Pennsylvania Municipalities Planning Code.  Mr. Ronald C. Nagle, Esquire, was present to represent the Township.

On motion by Mr. Meakim, seconded by Dr. White, the Board unanimously approved Ordinance 6-01.

A public hearing was held on the possible adoption of Ordinance 7-01 amending the West Goshen Township Subdivision and Land Development Ordinance to comply with the revisions to the Pennsylvania Municipalities Planning Code. Mr. Ronald C. Nagle, Esquire, was present to represent the Township.

On motion by Mr. Meakim, seconded by Dr. White, the Board unanimously approved Ordinance 7-01.

Mr. Jerrold McCarron of Wilkinson Builders asked that the time afforded for termination of the residential leases and the demolition of the leased structures on the Morrow Property be extended until December 31, 2001. The present leases expire over the next several months with the last one expiring on October 1, 2001. He asked that the Township issue building permits between the date of closing through and including December 31, 2001, pending the termination of the leases and the demolition of the leased structures.

On motion by Mr. Halvorsen, seconded by Dr. White, the Board unanimously agreed to extend the time period for the termination of the leases and the demolition of the leased structures to December 31, 2001. There will be no extensions to this date nor will any building permits be issued after December 31, 2001 if the structures are not yet demolished.

No further public comments were made.

There being no further business, on motion by Mr. Meakim, seconded by Dr. White, the meeting was adjourned at 4:31 p.m.
