WEST GOSHEN TOWNSHIP
BOARD OF SUPERVISORS MEETING
August 14, 2002

A regularly scheduled meeting of the Board of Supervisors of West Goshen Township was called to order by Edward G. Meakim, Jr., at 4:00 p.m. on Wednesday, August 14, 2002, at the West Goshen Township Administration Building.  Mr. Meakim chaired the meeting with Ms. Patricia McIlvaine present. Dr. White was absent.  Mr. Meakim opened the meeting with the Pledge of Allegiance to the Flag.

Mr. Meakim opened the floor for public comment.  Mrs. Evelyn Baker, 900 Sheridan Drive asked if the bids to be opened today, for the purchase of pavement markings for West and East Goshen Townships would include renewing the fog lines on Spruce Avenue. Mr. Meakim advised Mrs. Baker that the bid does not include fog lines.

Mr. Meakim announced the August 28, 2002, Board of Supervisors meeting has been cancelled.  The next meeting will be Wednesday, September 12, 2002.

Ms. Nancy Rodgers, Zoning Officer, announced that the Zoning Hearing Board would hold a public meeting on Thursday, September 12, 2002 at the West Goshen Township Administrative Building at 7:30 p.m. The applicant is West Chester University of Pennsylvania.  The property is bounded to the north by East Rosedale Avenue, to the west by South High Street, and to the east by South Matlack Street.  West Chester University is seeking a Special Exception for a School of Music/Performing Arts Center, elevated parking garage, surface parking lot and utility building.  The University is also seeking  Variances to maximum building height, three stories, not to exceed 30 ft. (School of Music proposed roof is 48 ft. 4 in. high, with a 77 ft. 6 in. high fly tower); screening between School of Music and the east side of South High Street; parking spaces shall have minimum dimensions of 14 ft. wide by 20 ft. long (9 ft. x 18 ft. in the elevated garage is proposed); lanes designed for circulation of motor vehicles with the parking stall shall have a minimum width of 24 ft. (18 ft. wide, one way traffic lane is proposed).

On motion by Ms. McIlvaine, seconded by Mr. Meakim, the Board unanimously approved the Board of Supervisors meeting minutes of July 10, 2002 and July 24, 2002.

On motion by Ms. McIlvaine, seconded by Mr. Meakim, the Board unanimously approved the Treasurer's Report dated July 31, 2002, for the General Fund, the Sewer Revenue Fund, the Waste and Recycling Fund, and the Capital Reserve Fund, as well as the bills to be paid from the General Fund, the Sewer Fund, the Capital Reserve Fund, and the Waste and Recycling Fund.

Chief Michael Carroll gave the Police Report for the month of July, 2002.  Chief Carroll announced that Corporal Robert Holland was very busy with programs at East High School.  Harry Johnson, 800 Old Westtown Road asked if the 129 alarms reported for the month of July is higher than usual.  Chief Carroll responded that the alarms this month were about 10 percent higher. Most of the false alarms were due to excessive heat.

Mr. Ralph Brown, Fire Marshal, gave the Fire Marshal Report for the month of July 2002, including the reports for Good Fellowship Club of Chester County and Goshen Fire Company.

Mr. Brown said the "mock drill" in July, with Goshen Fire Company at Brandywine Airport was very interesting. The drill involved a downed airplane, with the removal of two people trapped in the airplane. Mrs. Evelyn Baker, 900 Sheridan Drive asked if the "mock drill" was done before or after the airplane crash at Chester County Airport. Mr. Brown stated the "mock drill" was done prior to the incident at the Chester County Airport. Mrs. Baker noted that was good timing for the drill. Mr. Brown thanked everyone who participated in the Goshen Fair, noting the gross receipts were approximately $226,000.

Mr. Richard Hicks, Building Official, gave the Building Inspection Activity Report for July, 2002.

Mr. Meakim announced the possible approval of a final land development plan for a 73,562 sq. ft. office/warehouse for the DeAntonio Group of Delaware, located at 1045 Andrew Drive.  Ms. Lisa Pizzi, office manager for the DeAntonio Group was present.

Ms. Nancy Rodgers, Zoning Officer, stated this was simply a lease line plan within the existing building.

On motion by Mr. Meakim, seconded by Ms. McIlvaine, the Board unanimously approved the final land development plan for DeAntonio Group of Delaware.

Mr. Meakim opened one bid for the purchase of pavement markings for West Goshen & East Goshen Townships:  (Bid Tab is attached)

On motion by Ms. McIlvaine, seconded by Mr. Meakim, the Board unanimously agreed to award the bid pending review by Richard J. Craig, Township Engineer.

Mr. Meakim opened the floor for any other business to come before the Board.

Mr. Robin Murlless, 824 Halvorsen Drive, suggested that with the up coming meetings relating to requests for parking space reduction from 10 ft. x 20 ft. to 9 ft. x 18 ft., the Board might look at the size of the 9 ft. x 18 ft. parking spaces at two local high schools.

Mrs. Evelyn Baker, 900 Sheridan Drive, noted that 9 ft. x 18 ft. parking spaces may not be adequate and may create a problem when backing out of a parking space in a garage. Mr. Meakim concurred this could be a problem.

Ms. McIlvaine announced that Dr. White was in attendance at a meeting at West Chester Borough Hall with Representative Elinor Taylor, Senator Robert Thompson, PA DOT officials, and Borough officials to discuss a problem involving our Township.

There being no further business, on motion by Mr. Meakim, seconded by Ms. McIlvaine, the meeting was adjourned at 4:19 p.m.
