Ms. Nancy D. Rodgers, Zoning Officer, announced that the West Goshen Township Zoning Hearing Board will hold a public meeting on Thursday, January 10, 2002, at the West Goshen Township Administration
Building at 7:00 p.m. for ZHB 12-01.
The legal owner of the property affected is Harry E. and Rae R. Johnson, 806 Old Westtown Road, West Chester, PA. The Applicant is Cold Spring Run, Inc., 21 South Church Street, West Chester, PA. The conforming property for which the application is made is 806 Old Westtown Road and 800 Old Westtown Road. The Applicant is seeking Special Exceptions to allow construction of a roadway, bridge or culvert, waterline, sewer line and other construction associated with a roadway within the Flood Hazard District.
On motion by Ms. McIlvaine, seconded by Mr. Meakim, the Board unanimously approved the Board of Supervisors minutes from December 12, 2001, December 19, 2001 and the annual organization meeting of January 7, 2002.
On motion by Mr. Meakim, seconded by Dr. White, the Board unanimously approved the Treasurer's Report dated December 31, 2001 for the General Fund, the Sewer Revenue Fund, the Waste and Recycling Fund, and the
Capital Reserve Fund, as well as the bills to be paid from the General Fund, the Sewer Fund, the Capital Reserve Fund, and the Waste and Recycling Fund.
Chief Michael Carroll gave the Police Report for the month of December, 2001. Chief Carroll announced that the Santa program on Saturday, December 15, 2001, was a success with about 245 children and their
parents attending.
Ralph Brown, Fire Marshal, gave the Fire Marshal Report for the month of December, 2001. Mr. Brown also gave the report for Good Fellowship Club of Chester County. The report for Goshen Fire Company was
not available at the time of the meeting.
Dr. White announced that the Good Fellowship Ambulance Club has started a capital fund drive and that West Goshen Township has pledged to contribute $50,000 over a period of five years.
Richard Hicks, Building Official, gave the Building Inspection Activity Report for December, 2001.
Ms. McIlvaine noted that there was a $45,000 difference between 2000 and 2001 in fees collected by West Goshen Township.
She asked Mr. Hicks why there was such a difference to which Mr. Hicks replied that the fees are based on the square footage being constructed and that if an entity is tax exempt no fee is paid. Dr. White added that this is an indication that building is slowing down because of the recession.
On motion by Mr. Meakim, seconded by Ms. McIlvaine, the Board unanimously approved the signing of the actual use report of state funds ending December 31, 2001.
On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved Resolution 4-02, appointing Barbacane-Thornton & Company, a certified public accounting firm, to conduct the 2001 audit for West
Goshen Township for the General Fund.
Dr. White opened the floor for public comment. No comments were made.
Dr. White announced that the 2001 Budget had a $200,000 projected deficit but in actuality there was not an actual deficit in 2001 based on year-end calculations.
There being no further business, on motion by Mr. Meakim, seconded by Ms. McIlvaine, the meeting was adjourned at 4:09 p.m.
