WEST GOSHEN TOWNSHIP
BOARD OF SUPERVISORS MEETING
March 26, 2002

A special meeting of the Board of Supervisors of West Goshen Township was called to order by Chairman Dr. Robert S. White at 4:03 p.m. on Tuesday, March 26, 2002, at the West Goshen Township Administration Building.  All members were present. Dr. White opened the meeting with the Pledge of Allegiance to the Flag.

Dr. White opened the floor for public comment.

Mr. Richard P. Perkoski, 848 S. New Street, stated that he had recently sent a letter to Mr. Richard E. Hicks, Building Official, concerning changes in the lighting at the South Campus Field House of West Chester University which has caused his residence to be affected by the increased brightness emanating from the lights.  He said that to date he had not had a reply from Mr. Hicks.  Ms. Sharon Lynn, Township Manager, stated that Mr. Hicks did respond to Mr. Perkoski on March 26, 2002 by e-mail and that the delay in responding was due to Mr. Hicks being out of town.  She added that Mr. Hicks was working with West Chester University to solve the problem. Dr. White asked Mr. Perkoski if the lighting was invading his privacy and Mr. Perkoski replied that it was and that he feels the change was not done according to the ordinance. Dr. White told Mr. Perkoski that the Township would work on resolving the matter.

On motion by Mr. Meakim, seconded by Ms. McIlvaine, the Board unanimously approved the bills to be paid from the General Fund, the Sewer Fund, the Capital Reserve Fund, and the Waste and Recycling Fund.

Mr. Richard J. Craig, Township Engineer, opened the following bids for one new 2002 17,500 GVW 4-Wheel Drive Dump Truck with a snowplow and rear mounted spreader:

On motion by Dr. White, seconded by Mr. Meakim, the Board unanimously awarded the bid to Faulkner Ford pending a review of the bid specifications.

On motion by Ms. McIlvaine, seconded by Mr. Meakim, the Board unanimously adopted Resolution 14-02 authorizing the erection of a 'No Turn on Red' sign on Greenhill Road westbound at Boot Road.

On motion by Dr. White, seconded by Mr. Meakim, the Board unanimously approved a two-lot residential Subdivision Plan for Joanne M. Yarnall, located at 1010 Faustina Drive.

Dr. White opened the floor for public comment. No comments were made.

Dr. White asked Mr. Craig if he anticipated that the preliminary plans for Cold Springs Run would be ready to be presented to the Planning Commission in April.  Mr. Craig replied this was possible if the review of the plans were completed by then.

There being no further business, on motion by Dr. White, seconded by Ms. McIlvaine, the meeting was adjourned at 4:18 p.m.
