BOARD OF SUPERVISORS MEETING
October 9, 2002

A regular meeting of the Board of Supervisors of West Goshen Township was called to order by Vice Chairman Edward G. Meakim, Jr., at 4:01 p.m. on Wednesday, October 9, 2002, at the West Goshen Township Administration Building.  Dr. White was absent. Mr. Meakim opened the meeting with the Pledge of Allegiance to the Flag.

Mr. Meakim opened the floor for public comment.  No comments were made.

Ms. Sharon Lynn, Township Manager, announced an Open House will be held at the Township buildings on Saturday, October 12, 2002, from 11:00 a.m. to 2:00 p.m.  She said the complex will be open to the public and there will be displays of the Geographic Information System, Finance and Zoning in addition to a fire safety demonstration by Fire Marshal Ralph Brown. The Public Works Building will be open to display various vehicles and apparatus.  The Police Building will also have displays with Officer Friendly (Cpl. Robert Holland) present to greet the children.  She added there will be refreshments and all residents are invited to attend.

Ms. Lynn also responded to a question asked at the September 25, 2002 Board of Supervisors meeting by Mrs. Evelyn Baker regarding the paving of Spruce Avenue by saying that the preliminary budget is being prepared for 2003 and that it indicates Spruce Avenue is included for paving in 2003.

On motion by Ms. McIlvaine, seconded by Mr. Meakim, the Board unanimously approved the Board of Supervisors minutes from September 11 and September 25, 2002.

On motion by Ms. McIlvaine, seconded by Mr. Meakim, the Board unanimously approved the Treasurer's Report dated September 30, 2002 for the General Fund, the Sewer Revenue Fund, the Waste and Recycling Fund, and the Capital Reserve Fund, as well as the bills to be paid from the General Fund, the Sewer Fund, the Capital Reserve Fund, and the Waste and Recycling Fund.

Lt. Joseph Gleason gave the Police Report for the month of September, 2002.  Ms. Lynn announced that at the International Association of Chiefs of Police Conference held in Minnesota on October 6 through October 9, 2002 Chief Michael J. Carroll was nominated for 6^th Vice President of the organization. She added that should Chief Carroll win the election in 2003 he will be sworn in to the post at the annual meeting in 2003 which will be held in Philadelphia.

Ralph Brown, Fire Marshal, gave the Fire Marshal Report for the month of September, 2002.  Mr. Brown also gave the report for Good Fellowship Club of Chester County and for Goshen Fire Company.  Mr. Brown encouraged all residents to attend the Open House on October 12 and to take home and read the literature that will be available concerning fire safety.

Richard Hicks, Building Official, gave the Building Inspection Activity Report for September, 2002.  Mr. Hicks thanked the Board of Supervisors and Ms. Lynn for the chance to attend the Building Codes Forum that was held in Ft. Worth, Texas the week of September 30, 2002. He indicated that the seminars regarding various codes were very informative and will be useful to him in the future.

On motion by Ms. McIlvaine, seconded by Mr. Meakim, the Board unanimously approved the adoption of Resolution 24-02 authorizing erection of stop signs on Penn Lane at Delancey Place.

On motion by Ms. McIlvaine, seconded by Mr. Meakim, the Board unanimously approved the adoption of Resolution 25-02, distributing funds received from the Commonwealth to the three Township pension plans.

On motion of Ms. McIlvaine, seconded by Mr. Meakim, the Board unanimously approved the 2002 Foreign Fire Relief Distribution Allocation Formula.  The total allocation received from the Commonwealth of Pennsylvania was $154,231.90.  This amount was divided and distributed to the following agencies: Good Fellowship Club of Chester County, Inc. - $19,278.99, Goshen Fire Department - $77,115.95, and West Chester Fire Department - $57,836.96.

Prior to the possible approval of a professional services agreement with McCormick, Taylor and Associates, Inc., Ms. Lynn stated that it had been announced at the July 10, 2002 Board of Supervisors meeting that West Goshen Township had been approved for a $48,000 grant from Chester County for the updating of the Comprehensive Plan. She said the agreement under consideration would have McCormick, Taylor and Associates, Inc. provide the services for updating the current plan which was last reviewed in 1977. Ms. Lynn added that a public committee will be formed to review the data and provide input to the consultant.

Mrs. Evelyn Baker, 900 Sheridan Drive, asked if the update will include all the zoning changes instituted since the last Comprehensive Plan was produced and if all the new developments and roads would be added.  Ms. Lynn replied that it will include everything that has been completed since the last plan was produced.

On motion by Ms. McIlvaine, seconded by Mr. Meakim, the Board unanimously approved a professional services agreement with McCormick, Taylor and Associates, Inc. to update the West Goshen Township Comprehensive Plan.

Bids were opened and read by Mr. Richard J. Craig, Township Engineer, for the West Goshen Township Municipal Complex Cleaning/Maintenance Contract.  The bids were as follows:

On motion by Mr. Meakim, seconded by Ms. McIlvaine, the Board Unanimously approved awarding the contract to the lowest bidder pending a review of the bids by Mr. Craig.

Prior to the consideration of Resolution 26-02, Ms. Lynn explained that West Goshen Township is applying for a grant from the Department of Conservation and Natural Resources (DCNR) for the development of the proposed park land at Route 100 and Greenhill Road which was given to the Township by Wawa, Inc. in 2002. She said a skate park is proposed for the site and there has been a meeting with local teenagers to obtain their input for the development of the location.  Ms. Lynn added that Yost Strodoski Mears, Inc., (YSM) is working to design this park which would also include tennis courts and an enclosed off-leash dog exercise area. Ms. Yost and Mr. Mears of YSM were the two landscape architects who designed the West Goshen Township Community Park in 1995.  She stated that any potential funding would be awarded in 2003. Ms. Lynn said the documents to be signed with this resolution will be used to secure the grant.

Mrs. Baker asked if lighting would be located at the new park and Ms. Lynn replied that a decision had not been made on lighting and preliminary plans did not include nighttime lighting other than for security. Mrs. Baker said she would be apprehensive of after dark use.

On motion by Mr. Meakim, seconded by Ms. McIlvaine, the Board unanimously approved Resolution 26-02 authorizing signing of the Grant Application and Grant Agreement with the Department of Conservation and Natural Resources for the Route 100 Park.

Mr. Meakim opened the floor for public comment.

Mr. Glenn Shallis, President of Shallis Services, Inc., asked when the decision would be made on the awarding of the cleaning contract.  Mr. Meakim replied that the Township Engineer would review the bids and award it to the lowest bidder if all the specifications were met.  Ms. Lynn added that after the review of the bids, the company being awarded the contract would be notified by the end of the month.

There being no further business, on motion by Mr. Meakim, seconded by Ms. McIlvaine, the meeting was adjourned at 4:28 p.m.
