BOARD OF SUPERVISORS MEETING
August 13, 2003
A regular meeting of the Board of Supervisors of West Goshen Township was called to order by Chairman Edward G. Meakim, Jr., at 4:00 p.m. on Wednesday, August 13, 2003, at the West Goshen
Township Administration Building. All members were present. Mr. Meakim opened the meeting with the Pledge of Allegiance to the Flag.
Mr. Meakim opened the floor for public comment. No comments were made.
Dr. White announced that he, Mrs. Patricia McIlvaine, Township Supervisor, Ms. Sharon Lynn, Township Manager, met with East Bradford Township Board of Supervisors on August 5, 2003 in regard
to transportation issues.
One of those issues was the opening of Tigue Road from South New Street in East Bradford Township, to South High Street in West Goshen Township. Dr. White stated that he had spoken with Mark Mixner with West Chester University, and the University is willing to turn Tigue Road over to the Township, provided the Township pave the road, and build the roadbed over the bridge. According to Dr. White, West Goshen Township does not have an Agreement with West Chester University at this time.
Dr. White announced that the Township has come up with some ideas for controlling some of the traffic through the Roslyn neighborhood.
One idea is to erect "Prohibited Turn" signs on South New Street at the intersection of Rosary Lane. Between the hours of 7:00 a.m. to 9:00 a.m., the signs would prohibit turning left when traveling south on South New Street, and prohibit turning right while traveling north on South New Street. Dr. White stated that this is only a temporary solution which the Township will try six months and then review the effects of any change.
Mr. John McCormack, 840 Spruce Avenue stated he walks on Jones Lane on a regular basis, and feels 80% of the traffic uses Rosary Lane and Jones Lane as a short cut to Spruce Avenue to South
High Street.
Mr. Charles Colvin, 830 Spruce Avenue asked Dr. White what concerns East Bradford Township has regarding the opening of Tigue Road. Dr. White stated he did not have an answer for Mr. Colvin.
Mrs. Donna Burgess, 836 Jones Lane stated she was in favor of the "Prohibited Turn" signs.
Mrs. Burgess stated that the fence along the front of her property has been struck by vehicles several times. Mrs. Burgess would like the Township to address the speeding on Jones Lane, possibly with the use of speed bumps on Jones Lane to Rosary Lane.
Mrs. Sandy Grassie, 838 Rosary Lane stated she was also in favor of the "Prohibited Turn" signs.
Mrs. Grassie requested the Township initiate a traffic study of Jones Lane, Rosary Lane and Spruce Avenue. Dr. White stated if the Township completes a traffic study, Traffic Officer Justin DiMideo would not have the counts until October. Dr. White noted stated a traffic study would not solve the student commuter problem.
Mrs. Evelyn Baker, 900 Sheridan Drive stated it is difficult to turn left from Rosary Lane onto South New Street, due to the steady stream of traffic during a West Chester University event.
Mrs. Baker felt that if the "Prohibited Turn" signs are erected, then alternating stop signs should be placed at the southern intersection of Rosary Lane and South New Street, and Trinity Drive and South New Street.
Mr. Jim Duey, 862 Spruce Avenue stated he would like to see a stop sign on Jones Lane. Mr. Duey feels that by making Tigue Road, one-way east, it will create a problem for traffic
returning to go to the University, South Campus and the western portion of Chester County.
Mr. Phil Yocum, 857 Spruce Avenue advised he does not think making Tigue Road is the answer for the present traffic problem. Mr. Yocum expressed the need to do something on Rosary
Lane, Jones lane and Spruce Avenue to slow traffic with the installation of extended speed bumps.
Mr. Yocum felt that the double yellow lines make the roads look like a State Highway, and that there is a need additional 25 mph speed limit signs as well as NO PARKING signs on one side of the roads discussed. Dr. White stated he would like to consider Mr. Yocum ideas. Mr. Yocum said he would drop off list of remedies for traffic issues on August 14. 2003.
Mrs. Dolores Finegan, 840 Rosary Lane expressed her concern in regard to the speeding on Rosary Lane.
Mr. Dan Diskin, 807 Spruce Avenue suggested the Township look into traffic calming devices such as raising the crossing at Jones Lane. Dr. White indicated the Township would look into
such devices and coordinate with Richard J. Craig, Township Engineer, and David Mushrush, Streets Superintendent. Mr. Diskin noted the need to slow the student traffic in the area of the Sykes
Student Union Building.
Mrs. Anne Lawence, 806 Spruce Avenue believes the opening of Tigue Road is the answer to the traffic problem, especially with West Chester University plans to construct a recreation center
next to the Sykes building.
Mrs. Evelyn Baker, 900 Sheridan Drive agreed with no parking on Spruce Avenue and Jones Lane due to safety and site distance concerns, and suggested that the Township should initiate a
traffic study while school is open. Mrs. Baker said she could see why West Chester University was hesitant about the opening of Tigue Road, she expressed her concern for the degradation of the
Gordon Nature Tract could occur with use of the road by the general public.
Mrs. Shirley Colvin, 830 Spruce Avenue thanked the police department for doing a good job on ticketing those motorists who go through the intersection of Spruce Avenue and Roslyn Avenue.
Mr. Bob Stratton, 860 Spruce Avenue expressed the need to enforce the 25 mph on Rosary Lane.
Dr. White stated that without a traffic study, the police department cannot enforce the no turning signs.
Mr. Bob Stratton, 860 Spruce Avenue asked Dr. White what the timetable would be for the Traffic Study. Dr. White said the Traffic Officer Justin DiMideo would do the study once school
is in session, and should be completed in ninety days. The Township would notify the residents of the results of the study. Dr. White stated it is the Board of Supervisor's policy not to use
speed bumps.
Mr. Jim DeWitt, 808 Spruce Avenue suggested speed detectors be used on South New Street and in the Roslyn area.
Ms. Sharon Lynn announced that the West Goshen Township BOCA Administrative Appeals Board would meet on Thursday, August 21, 2003 at 7:00 p.m. to hear the appeal of Dr. Mark E. and Elizabeth
C. Beaugard.
Ms. Sharon Lynn announced that the West Goshen Township Zoning Hearing Board would not meet for their regularly scheduled meeting on Thursday, August 14, 2003, as no new applications have
been received.
On motion by Mrs. McIlvaine, seconded by Dr. White, the Board unanimously approved the Board of Supervisors minutes from July 9 and July 23, 2003 with the following correction: Ms. be
changed to Mrs. on pages 2 and 3.
On motion by Dr. White, seconded by Mr. Meakim, the Board unanimously approved the Treasurer's Report dated July 31, 2003 for the General Fund, the Sewer Revenue Fund, the Waste and
Recycling Fund, and the Capital Reserve Fund, as well as the bills to be paid from the General Fund, the Sewer Fund, the Capital Reserve Fund, and the Waste and Recycling Fund.
Chief Michael Carroll gave the Police Report for the month of July, 2003.
Ralph Brown, Fire Marshal, gave the Fire Marshal report for the month of July, 2003. Mr. Brown also gave the report for Goshen Fire Company and Good Fellowship Ambulance Company.
Mr. Brown thanked the Township volunteers who helped at the Goshen Fair, as it is difficult to get people to help at the Fair.
Dr. White asked Mr. Brown what the proceeds were from the Fair. Mr. Brown noted a 25% increase over the gross from last year.
Richard Hicks, Building Official, gave the Building Inspection Report for July, 2003.
Ms. Jeanne Denham, Township Treasurer, opened and read the bids for the sale of two surplus police cars:
